There were many decisions that needed to be made to whether or not
Greece should become an independent state, or stay under control of the
Ottoman Empire. On 21 December 1828 the ambassadors of the United
Kingdom, Russia, and France met in the island of Poros, and prepared a
protocol, which provided for the creation of an autonomous state ruled
by a monarch, whose authority should be confirmed by a firman of the
Sultan. This basically meant that The Three Powers, Russia, France, and
England, were to meet to discuss Greeks independency. The English and
French willingly agreed to an autonomous state, which means that they
will have to look after Greece and protect it. But Russia didn’t agree
to it, because of its ties to the Ottoman Empire. But since the English
and French were a far greater threat to the Russians, they too agreed
to the protocol.
